In Gotham City, Oswald, a man abandoned as a child due to his deformities and raised by penguins in the sewers, resurfaces as the enigmatic Penguin during the Christmas season. Now leading the Red Triangle Gang, a group of former circus performers linked to child disappearances, Oswald orchestrates a plan to infiltrate Gotham's elite. He targets Max Shreck, a powerful industrialist with a history of corruption and murder, and coerces him into supporting his ascent into high society. To gain public favor, Max stages the kidnapping of the mayor's infant, allowing Oswald to stage a dramatic rescue and position himself as a local hero. Leveraging his newfound popularity, Oswald requests access to Gotham's birth records, claiming his intent is to uncover his origins by investigating the city's first-born sons.
