In the year 2028, OmniCorp pioneers advancements in warfare by deploying robotic drones for peacekeeping and law enforcement. Seeking to expand this technology into the U.S. domestic market, CEO Raymond Sellars faces a significant obstacle: the Dreyfus Act, which prohibits the use of militarized drones on American soil. Aware of public resistance to military systems in civilian communities, Sellars turns to Dr. Dennett Norton to explore an innovative alternative—cyborg police officers. Dr. Norton, however, emphasizes the critical need for stable candidates to ensure the success of such transformations, as not all individuals are suitable for the process.
