In 2004, the Chinese-Korean organized crime group known as "Heilong Gang," based in Harbin, Heilongjiang Province, China, faced collapse due to a nationwide crackdown by Chinese authorities. Following this, a key member of the gang, Zhang Chen (alternatively referred to as Zhang Qian and portrayed by Yoon Kye-sang), fled to South Korea along with two associates, Wei Chengluo (played by Jin Sun-kyu) and Yang Tae (Kim Sung-kyu). The trio established their operations in the Yanbian Street area of Guro District, Seoul. Zhang Chen, who referred to himself as "Harbin Zhang Chen," became notorious for carrying weapons such as knives and axes. His criminal activities ranged from grievous assaults to dismemberment, earning him a reputation for brutality. Under his leadership, the group sought to rebuild their influence in South Korea while continuing their illicit endeavors.
