In 1989, Muscat witnessed a critical operation when Syed Bashir, a Pakistani official, tasked Carlos Pedro Panther, a dance enthusiast and operative, with retrieving a highly sensitive film reel. The reel reportedly contained vital information, including the locations and aliases of Indian secret agents alongside missile codes. The situation escalated when the reel fell into the possession of Laila, who acquired it after the murder of her husband. Negotiations over compensation led to tensions, as Laila intended to meet Carlos in India to finalize the exchange. This development drew the attention of Interpol and the Delhi police, who intervened to prevent the potential compromise of classified intelligence.
