In 2009, the reign of the Jaffna Tiger Force (JTF) in Sri Lanka came to an end. Amidst the chaos, Ranatunga, a laborer, discovered a stash of gold abandoned by the JTF. When the Sri Lankan army attempted to confiscate the gold, Ranatunga and his associates retaliated violently, resulting in the deaths of the soldiers. Fleeing to Andhra Pradesh, India, they bribed local authorities with a portion of the gold to secure Indian citizenship. Over time, Ranatunga established a formidable criminal network in the village of Motupalli, instilling fear in both residents and law enforcement. When SI Vijaya Lakshmi attempted to arrest Ranatunga, his wife, Bharathi, orchestrated her team's capture and humiliation. The situation escalated when the President of India received a letter and a box containing severed thumbs from victims seeking protection against Ranatunga’s tyranny. In response, the President dispatched CBI officer Sathya Moorthy to Motupalli to investigate and address the growing menace.
